Toner precipitation

Hello everyone. I have a problem with the facial toner I'm formulating. The formula contains only 2 plant extracts and 1 preservative. It is alcohol-free. Problem is, after 1 month at room temperature, fiber-like "precipitates" began to settle at the bottom of the PET bottle we are using. Can you help me solve this problem?

    Even without the formula, I'd be leaning towards a yeast/mold contamination as the problem.

    As @Bobzchemist said it might be a type of contamination, use dip slides from Schülke & Mayr and you would have the results within 24-48 hours of incubation. If not then you need to put the formula up here so that non-speculative suggestions can be made.
