There are lot of emulsifiers to deal but its use is depend on percentage of oil, application, product category and many more aspects. Explain more about your requirement like which kind of product do you want? application?
  • the percent of paraffin oil is 15% ..... and 85% water .. please give me the formula of emulsion without occurrence of separation

Please explain why you can't research this yourself.

I don't think you should use nonyl phenol in a consumer product.

Please learn how to use Google, you could have found this in your time rather than my spending ten minutes on it:

Hydrophile–Lipophile Balance (HLB) of the Emulsifiers

The HLB values were estimated experimentally by the Griffin method [16]. The composition of the emulsion during the evaluation of HLB was as follows: oil phase (paraffin oil/paraffin wax, 9:1 w/w): 40 wt%; water: 55 wt%; emulsifier: 5 wt%. As a standard Tween 60 (HLB = 14.9) and Span 60 (HLB 4.7) emulsifiers were used. The confidence interval of the HLB values was 0.1.
